Vol. 552 No. 1

Written Answers. - Milk Quota.

Michael Finucane

Ceist:

216 Mr. Finucane asked the Minister for Agriculture, Food and Rural Development the status regarding extra quota under the hardship scheme to a person (details supplied) in County Limerick. [11928/02]

The allocation of milk quota from the national reserve is granted on the basis of recommendations from the milk quota appeals tribunal. The tribunal is a body established to consider and advise on applications for additional quota from individual producers who have suffered extreme hardship in the context of the milk quota system. The closing date for receipt of applications for additional quota in respect of the 2001-02 milk quota year, which was published by way of a notice in the farming press, was 18 January 2002. My Department does not have any record of an application from the person named. The tribunal has now concluded its work for the 2001-02 milk quota year.

The person named may apply when application forms for the 2002-03 milk quota year become available. The forms will be available from June 2002 from co-operatives and from the milk policy division, Department of Agriculture, Food and Rural Development, Kildare Street, Dublin 2.

218 Mr. Finucane asked the Minister for Agriculture, Food and Rural Development the status regarding extra quota under the hardship scheme to a person (details supplied) in County Limerick. [11930/02]

The allocation of milk quota from the national reserve is granted on the basis of recommendations from the milk quota appeals tribunal. The tribunal is a body established to consider and advise on applications for additional quota from individual producers who have suffered severe hardship in the context of the milk quota system. The person in question submitted an application for additional quota on the grounds of hardship and his application was examined by the tribunal. The tribunal did not, however, recommend an allocation of quota in this case and the person named has been notified of the outcome of his application. While every application to the tribunal is treated in a fair and sympathetic manner, it has not been possible, within the constraints of the limited amount of quota available and the sizeable number of applications received, to meet the demands for quota from all applicants.

The person named may apply when application forms for the 2002-03 milk quota year become available. The forms will be available from June 2002 from co-operatives and from the milk policy division, Department of Agriculture, Food and Rural Development, Kildare Street, Dublin 2.

220 Mr. Finucane asked the Minister for Agriculture, Food and Rural Development the status regarding the reduced interest subsidy scheme for farmers in financial difficulty to a person (details supplied) in County Limerick. [11932/02]

I recently introduced a scheme for the distribution of the balance of the Agenda 2000 milk quota among producers who had been involved in the farm modernisation scheme or the reduced interest scheme for farmers in financial difficulty during the early 1980s or who were affected by an outbreak of animal disease in their herds during the late 1970s.

A large volume of applications has been received under this scheme and initial processing of these is taking place at present. An application has been received from the named person and has been acknowledged. My Department will not be in a position to confirm whether individual applications are acceptable until a full assessment of the accompanying documentation has been conducted. The assessment of all of these applications involves a considerable amount of work and I am unable to say at this point when that work will be completed and, accordingly, when allocations will be announced. My Department will endeavour to have the applications processed as quickly as possible. Allocations made under this scheme will be effective from 1 April 2002, the start of the next milk quota year, to allow quota allocated to individuals to be used during that milk year.
