144 Mr. Crowe asked the Minister for Education and Science if his attention has been drawn to the concerns of the principal, staff and parents of children attending Scoil Carmel national school, Firhouse Road, Dublin 24, in that the school will lose a member of its teaching staff in the academic year 2002-03 supposedly due to the fact it will be one pupil short of the number required for its existing teacher allocation; if he has considered the possible implications this will have on overcrowding; and if he will examine the school's request to retain its existing staff. The staffing of a national school for a particular school year is determined by the enrolment in the school on 30 September of the previous year. This is in accordance with an agree ment on staffing entered into between the Government and the education partners. The enrolment of this school on 30 September 2001 was 439 pupils which warrants a staffing of a principal and 15 mainstream class teachers for the 2002-03 school year.

As the agreed retention figure for the 16th mainstream class teacher is 441 pupils, I regret that there is no basis on which I may sanction a continuation of this post at the school referred to for the 2002-03 school year.

The above staffing agreement can only be deviated from in instances where schools have rapid growth in enrolment numbers. Should Scoil Carmel national school achieve an enrolment of 469 pupils or more by September 2002 the board of management may apply to the primary payments section of my Department for a developing school post.
