172 Mr. Rabbitte asked the Minister for Education and Science if a person moving into teaching from another position in the public service is entitled, under rule, regulation or practice, to a comparable salary on entering teaching; the way in which granting of incremental credit for relevant non-teaching service is determined; the circumstances in which full credit in terms of years and salary point is granted; the appeal process which is in place in respect of this matter; and if he will make a statement on the matter. The rules for the granting of incremental credit for relevant non-teaching service to primary teachers are outlined in circular 10/01. This circular is available on the Departments' website. I will arrange for a copy of the circular to be forwarded to the Deputy.

An appeals committee has recently been established to review cases where incremental credit for relevant non-teaching service was refused by my Department and the applicant wishes to appeal the decision. Appeals for any such cases should be addressed to the Incremental Credit Appeals Board c/o Primary Payments Section, Department of Education and Science, Cornamaddy, Athlone.

The appeals committee recently held its first meeting and will meet as necessary to review any applications it may receive.
