Before coming to the Order of Business, I propose to deal with a number of notices under Standing Order 31 dealing with four different topics. I propose to deal with these topics separately and will call on Deputies in the order in which they submitted their notices to my office. In regard to the first topic, I received notice from Deputy Cowley and ask him to state the matter.
Request to move Adjournment of Dáil under Standing Order 31.
I seek leave to move the adjournment of the Dáil under Standing Order 31 to raise the matter of the delay in issuing the preliminary findings of the Government feasibility study into the establishment of an all-Ireland helicopter emergency medical service which is urgently needed. There is continuing unnecessary loss of life, especially of young people, due to road accidents and other causes due to the lack of such a service.
Having considered the matter fully, I do not consider it to be in accordance with Standing Order 31. In regard to the second topic, I ask Deputy Naughten to state the matter.
I seek the adjournment of the House under Standing Order 31 to discuss a mater of urgent national importance, namely, the decision by the board of the Railway Procurement Agency to seek the appointment of a banker as its chief executive officer, in light of the fact that when the board advertised the position it sought an individual with an excellent track record in delivering engineering projects. There is an urgent need for the Minister for Transport to make a statement to the House clarifying this apparent contradiction and outlining the procedures surrounding this key decision.
Having considered the matter fully, I do not consider it to be in accordance with Standing Order 31. In regard to the third topic, I have received notice from Deputy Gogarty and ask him to state the matter.

It is a long standing tradition that a Deputy does not go beyond the notice submitted to the Ceann Comhairle's office. Having considered the matter fully, I do not consider it to be in accordance with Standing Order 31. In regard to the fourth topic, I have received notice from Deputy Cuffe and ask him to state the matter.
I seek the adjournment of Dáil Éireann under Standing Order 31 to address a matter of national importance, namely the report of the Department of Justice, Equality and Law Reform which has not been published, addressing the issue of the IQ of prisoners in the custody of the State which we wish to discuss in the House.
Having considered the matter fully, I do not consider it to be in accordance with Standing Order 31.
