This is a day to day matter for the Railway Procurement Agency and I have no function in the matter. However, I understand that the approach being adopted by the RPA, in so far as it does not provide for compensation for alleged loss of revenue, is consistent with the approach being adopted by local authorities and utility organisations involved in the development of much needed infrastructure systems.
