Ceist:

1519 Mr. Ring asked the Minister for the Environment and Local Government if it is his Department or the local authority that sets the guidelines regarding mandatory qualifications for clerical officers being recruited for local authorities. [16357/02]

Under section 160 of the Local Government Act, 2001, the Minister may declare the qualifications for a specified employment under a local authority. Such qualifications have been declared for the grade of clerical officer, and in this situation additional qualifications for that employment may not be fixed by a local authority without the consent of the Minister.
