309 Mr. Naughten asked the Minister for Agriculture and Food his negotiating strategy to address the concerns of the farming community in relation to the review of CAP later in 2002; and if he will make a statement on the matter. [16185/02]

On 10 July 2002, the European Commission published a communication on its mid-term review of the Common Agricultural Policy. After consultation on this communication with the Council of Ministers and the European Parliament, the Commission intends to bring forward its detailed proposals. I have told the Council of Ministers that I will not agree to changes to the Agenda 2000 Agreement arising out of the mid-term review of the Common Agricultural Policy which will impact negatively on the Irish agriculture and food industry. Detailed negotiations are unlikely to take place until the EU Commission submits detailed proposals.
