Vol. 554 No. 5

Written Answers. - Grant Payments.

Michael Ring

Ceist:

367 Mr. Ring asked the Minister for Agriculture and Food if the compensation figure paid with the area based payment for a person (details supplied) in County Mayo takes into consideration his cattle headage application for 2000; and the details of the 80% calculations. [16981/02]

There is no record of receipt of a 2000 area aid application from the person named, and consequently he did not receive grants under the 2000 headage scheme. He qualified for cattle headage grants in 1998 and 1999 and the average of his grants was €774.60. His 2002 area-based payment on 8.61 hectares of more severely handicapped lowland was €765.26, and he qualified for compensation of 80% of the difference of €9.34. This compensation amounted to €7.47.

John Perry

Ceist:

368 Mr. Perry asked the Minister for Agriculture and Food the reason a person (details supplied) in County Sligo has not received an area based compensation payment for 2002; if the necessary amendments have been made to ensure this person will not encounter further delays; when payment will be issued; and if he will make a statement on the matter. [17004/02]

The area aid application of the person named has been fully processed with a forage area of 25.57 hectares determined for payment purposes. The person named will be paid his full entitlement under the 2002 area-based compensatory allowance scheme within the next seven days.

Breeda Moynihan-Cronin

Ceist:

370 Ms B. Moynihan-Cronin asked the Minister for Agriculture and Food the reason for the delay in the payment of area aid, sheep headage and suckler cow premium to persons (details supplied) in County Kerry; and if he will make a statement on the matter. [17066/02]

Payment of all three instalments under the 2001 ewe premium scheme were made to the persons named between July 2001 and February 2002 and payments under the 2002 ewe premium scheme are scheduled to commence on 16 October next.

The persons named applied for premium for 15 animals under the 2001 suckler cow premium scheme. They have been paid their full entitlement under this scheme. An advance payment issued on 26 October 2001 with a balance payment issuing on 5 February 2002. Payment of the 2001 suckler cow premium euro compensation allowance issued on 8 May 2002.

The sheep headage scheme was replaced in 2001 by the area-based compensatory allowance scheme. The persons named were paid their full entitlement under the 2001 area-based compensatory allowance scheme.

The 2002 area aid application for the persons named has been fully processed with a forage area determined for payment purposes of 25.71 hectares. The persons named will be paid their full entitlement under the 2002 area-based compensatory allowance scheme within the next seven days.

Payments under 2002 suckler cow and special beef premium schemes are due to commence on 16 October 2002.

Billy Timmins

Ceist:

371 Mr. Timmins asked the Minister for Agriculture and Food if compensation for male calves belonging to a person (details supplied) in County Wicklow will include a slaughter premium, given that this person's herd was depopulated under the Disease of Animals Act, 1966; and if he will make a statement on the matter. [17067/02]

Compensation payments due to the person concerned under the TB eradication scheme will be processed once the outstanding registration of all the animals concerned has been completed.

EU regulations governing the slaughter premium scheme provide for payment of a premium on cattle slaughtered or exported live to a non-EU country under certain conditions. To qualify for premium the animal must be more than eight months of age and must have been held by the producers for a period of two months of the last three months of the animal's life. Payment of the slaughtering premium is related to the Department's cattle movement monitoring system, which records information on cattle registration, movements and slaughter-export.

The person named will be paid in respect of 27 animals that have met the requirements of the scheme. Advance payment on these animals will commence on 16 October 2002.
