Ceist:

615 Mr. P. McGrath asked the Minister for Education and Science if his attention has been drawn to the proposed industrial action at Westmeath VEC by members of the IMPACT union; if he will implement the terms of the Rochfort review on staff structures within the VEC system; and if he will make a statement on the matter. [16326/02]

I am aware of the action referred to by the Deputy.

The Rochford report represents a further measure of the Governments commitment to strengthening the VEC sector. This review of the organisational and staffing structures of vocational education committees was commissioned, following consultations with the IVEA and IMPACT.

The report sets out a comprehensive blueprint for structural and administrative change that is designed to give vocational education committees the capability of responding to increased demands, to meet higher standards of accountability and in providing value for money. The proposals provide for improved organisation structures and management systems, a formula based approach to decision-making on staffing allocations, and a significant enhancement of the supervisory grade structure in line with public service norms.

The report reflects very clearly that the process of strengthening administrative structures is a complex and multi-faceted issue, which requires careful planning, consultation and co-operation by all concerned.

Discussions are at an advanced stage with the IVEA and IMPACT towards the development of a common understanding in relation to the actual structural and staffing changes for each VEC based on the staffing framework set out in the report for the VEC sector.

While further work remains to be done, I wish to assure the Deputy of my commitment to progressing this matter in consultation with all concerned.
