McGrath asked the Minister for Education and Science if an application has been received from a school (details supplied) in County Westmeath to have additional accommodation provided in order to alleviate the overcrowding at this school; if his attention has been drawn to the fact that classroom space available for the enrolment is seriously in breach of Departmental guidelines; when sanction for additional classroom space will be given; and if he will make a statement on the matter. McGrath asked the Minister for Education and Science the progress which has been made regarding the proposed extension to Fore national school, County Westmeath; if an application has been received; the stage this development is at; the estimated completion date for this project; and if he will make a statement on the matter. I propose to take Questions Nos. 623, 700 to 702, 704, 707, 708 and 710 together.

The general position is that where architectural planning for a building project has commenced, decisions on projects proceeding to tender and construction are taken in the light of the annual allocation for primary school buildings, the financial commitments to be met and the priority to be afforded to individual projects.

Where architectural planning for a project has not yet commenced my Department will not be in a position, for financial reasons, to start the planning process, in the foreseeable future.

My Department has an extensive primary school building programme for 2002 under way at present, details of which are available on my Department's website at www.education.ie. Projects at schools referred to by the Deputy that are currently in architectural planning will not proceed to construction this year.

Later this year when a financial allocation has been made for the primary school building programme in the 2003 Estimates, I will be framing a further comprehensive programme of works that will proceed to construction and projects at an advanced stage of architectural planning will be considered for inclusion in that programme.
In the meantime, boards of management should ensure that essential health and safety issues at the school are attended to. They should therefore continue to use the devolved grant for minor works and if the cost of any works of an emergency nature exceeds the amount available under the devolved grant, they may apply to my Department's building unit for grant-aid.
