1311 Mr. Allen asked the Minister for Transport the amount of funding for consultant and related study contracts which has been approved as part of the 2002 departmental Estimates and the budgets in each organisation and agency falling within his Department's aegis for this type of work; the degree of cutback compared to 2001; the consultancy projects which have been cancelled or postponed as a consequence of the cutbacks; the capital projects which will be postponed as a consequence of the cutback in consultancy budgets; the consultancy projects under consideration with his Department and its agencies which will be funded in 2002; and if he will make a statement on the matter. I understand that the Deputy's question refers to the former Department of Public Enterprise. As the Deputy is aware, the Department of Public Enterprise Vote is in the process of being restructured. A similar parliamentary question, which was answered in March 2002, listed the consultancy work which was expected to be carried out by the Department of Public Enterprise during 2002. This list is included at the end of this reply. The changes which have taken place in respect of the transport element of the Vote are also included.

The provision under the A7 consultancy subhead in the Department of Public Enterprise Estimate for 2002 is €5 million. This represents a decrease of €1.73 million over the 2001 outturn. However, it should be pointed out that consultancy requirements vary from year to year and significant consultancy and related study work also arise in relation to specific programmes and is, therefore, funded through the relevant programme subhead.

No decision has yet been made to postpone or cancel consultancies in light of budgetary constraints. The situation is monitored on a monthly basis.

It is not anticipated that any capital projects will be postponed as a result of constraints in the consultancy budget.

The consultancy requirement for the agencies under the Department's aegis is a matter for the relevant bodies concerned.
