181 Mr. Murphy asked the Tánaiste and Minister for Enterprise, Trade and Employment the number of people who have left community employment schemes since 1 January 2002; the projected figures to the end of 2002; the number of these community employment workers who were over 50 years of age; the number who had qualified for community employment schemes due to the fact they were in receipt of disability allowance, invalidity pension or disability benefit; the number who were receiving lone parent benefit or widowed persons pensions; and the number in each of these categories who have succeeded in gaining employment. According to information provided by FÁS, the number of participants who have left the community employment programme, CE, up to the end of October 2002 on completing their full term of entitlement, excluding those who subsequently returned to CE, amounted to 16,008 persons. Of these the following is a breakdown of participant numbers according to the categories mentioned: over 50 years – 3,894; disability allowance – 1,273; disability benefit – 468; invalidity pension – 1,191; lone parents allowance – 5,831; widowed persons – 609.

The balance of participants who left fall into a range of other categories, including persons in receipt of unemployment benefit and unemployment assistance. The average placement rate into employment or self-employment for the above participants based on the year to date figure is 41%. The estimated year-end figure of participants leaving CE is projected to reach 19,209. The figures above illustrate the throughput of persons on CE for the categories requested. Overall, the average participation level on CE in 2002 is estimated at 28,000 with an estimated year-end participation level of 25,000 persons.
