Ceist:

228 Mr. Eamon Ryan asked the Minister for Agriculture and Food if his Department's annual accounts are done on a full accrual accounting system; and, if not, if there is a timescale for the implementation of such an accounting method. [20058/02]

The annual accounts of my Department are not prepared on a full accrual accounting system. A cash basis of accounting is used with the addition of some information of an accruals nature. This is in accordance with the Exchequer and Audit Departments Act, 1866 and accounting rules and procedures laid down from time to time by the Minister of Finance. The Department has, however, acquired a new accounts system, which includes the functionality for an accrual accounting system.

A timescale has not yet been agreed to implement full accrual accounting systems for statutory reporting purposes. However, it is the intention that, under the new management information framework, accrual accounting will be the norm in all Departments and offices for internal management reporting and non-statutory external financial reporting. The management information framework programme is due to be completed by 2005.
