246 Mr. Ferris asked the Minister for Agriculture and Food if his Department has decided the State's negotiating position when the mid-term review of the Common Agricultural Policy begins in January 2003. [20196/02]

On 10 July 2002, the Commission presented a communication to the Council and the Parliament on the mid-term review of the Common Agricultural Policy. The communication contains outline proposals for change. After consultation with the Council and the Parliament, the Commission intends to submit detailed proposals, probably early in 2003. I have, however, made it clear to Commissioner Fischler and the Council of Ministers that I will not agree to changes to the Agenda 2000 agreement arising out of the mid-term review of the Common Agricultural Policy which will impact negatively on the Irish agriculture and food industry. My negotiating position will be determined by the nature and extent of the detailed Commission proposals.
