703 Mr. B. O'Keeffe asked the Minister for the Environment and Local Government the reason, in advertising administrative posts in local authorities, that staff members of health boards, local authorities and institutes of technology are all eligible, whereas staff members of universities are disbarred; and if this could be construed as discriminatory. [20556/02]

Under the qualifications declared for the promotional grades of assistant staff officer, staff officer, senior staff officer and administrative officer, staff from local authorities, health boards, vocational education committees in the State, institutes of technology, the General Medical Services (Payments) Board, St. James's Hospital Board, Beaumont Hospital Board, An Bord Altranais and the Local Government Computer Services Board are eligible to compete for posts in these grades. The grades in question are common to all of the organisations concerned and there are reciprocal promotional arrangements between the bodies concerned by agreement with the unions. University staff are not part of this common grading structure and are therefore not part of this promotional pool.
