726 Mr. Ring asked the Minister for Social and Family Affairs the reason a person (details supplied) in County Mayo on a FÁS course, who was on a similar course in 2001 and qualified for the Christmas bonus and fuel allowance, in 2002 has been told they will not get either of them; and the reason this person discriminated against. [19821/02]

To qualify for secondary benefits, such as fuel allowance and Christmas bonus, a person engaged in community employment must have an underlying entitlement to such benefits immediately prior to the commencement of the employment. The person concerned qualified for Christmas bonus in 2001 as he had been in receipt of long-term unemployment assistance immediately prior to commencing community employment. However he does not qualify for fuel allowance or the Christmas bonus in 2002 as he was in receipt of unemployment benefit prior to commencing community employment and short-term payments do not carry entitlement to secondary payments.
