109 Mr. Eamon Ryan asked the Tánaiste and Minister for Enterprise, Trade and Employment if it is intended for the Competition Authority to carry out an investigation of the monopolistic practices of a company (details supplied) in regard to the ease of access to the innovative, new Internet access services; her views on whether there is free competition and ease of access into the market with regard to the provision of flat-rate Internet access charges; and her further views on the current charges that apply for the local broadband connections operated by the main telecommunications supplier. Overall policy in this area is a matter for the Minister for Communications, Marine and Natural Resources. The regulation and operation of the electronic communications market is a matter for the Office of the Director of Telecommunications Regulation. The Competition Authority is independent in the exercise of its functions under the Competition Act, 2002. Such functions include conducting investigations, on its own initiative or in response to complaints, into breaches of the rules of competition contained in the Act. The Act applies to all sectors of the economy. Complaints alleging breaches of the Act may be made to the authority.
