240 Mr. Timmins asked the Minister for Health and Children if he grants funding to any organisation whose membership is secret or unknown; and if he will make a statement on the matter. [2877/03]

My Department allocates funding primarily to statutory bodies including the regional health boards, the Eastern Regional Health Authority, the General Medical Services (Payments) Board and bodies established under the Health (Corporate Bodies) Act 1961. The appointment of members to these bodies is set out in the relevant legislation. Non-governmental organisations my apply to my Department for a grant from the health and children allocation of national lottery funds. The total amount available for this purpose in 2003 is €3.533 million. I would like to inform the Deputy that there is a set protocol in place for processing applications for national lottery grants. A standard application form, signed by either the chairperson, secretary or treasurer of the organisation, must be completed. When an application is received in my Department it is registered in the finance unit and forwarded to the relevant services division for their assessment, evaluation and recommendation. All applications are then considered in the context of the recommendation and the overall level of funds available. The procedures relating to the payment of any grant requires that the relevant tax reference number or charitable status, CHY, number must be quoted on the application form. In the event that an organisation has not been granted charitable recognition a current tax clearance certificate must be provided prior to the payment of a grant.
