445 Mr. McGuinness asked the Minister for the Environment and Local Government the amount of money paid to Kilkenny Borough Council relative to the Ossory Park refurbishment scheme; the number of houses refurbished and claimed for to date; the amount of the overall grant allocated at the commencement of the scheme; if his Department or the local auth ority is working to an overall plan for the scheme; if the funds will be made available to the borough council to complete the scheme; and if he will make a statement on the matter. Kilkenny Borough Council was given approval in October 2001 to accept a tender to undertake refurbishment work to a pilot phase of three houses at Ossory Park, Kilkenny, at an estimated cost of €230,000 under my Department's remedial works scheme. My Department was subsequently informed by the council in September 2002 that it had negotiated an extension to the contract for refurbishment work to a further ten houses. Work has been completed on only six houses. To assist further consideration of a revised proposal the council was requested to explain its decision to increase the number of houses in the pilot phase from three to 13 houses without the prior approval of my Department. Its response is awaited.

The Department recouped capital funding of €46,980 to the council in 2001. As much as €100,000 was allocated in respect of remedial works projects but no part of this allocation was drawn down in 2002. The financial allocations for 2003 in relation to the remedial works scheme will be notified to local authorities in due course. Any further phases of remedial works in this estate will be considered in the light of an evaluation of the current pilot phase.

446 Mr. McGuinness asked the Minister for the Environment and Local Government if he has granted permission to Kilkenny Borough Council to use its capital fund account to provide heating in local authority houses where the tenant is elderly or suffering a long-term illness; the amount sanctioned; the date the council was notified; the guidelines his Department has set down; and if he will make a statement on the matter. On 6 June 2002 my Department received a proposal from Kilkenny Borough Council. It requested the use of €100,000 from its internal capital receipts to fund the installation of central heating in the homes of elderly tenants. This sum was surplus to the requirements of the local authority housing construction and remedial works programmes,

My Department approved this proposal on 19 June 2002 and the implementation of the proposed works is now a matter for the local authority.
