244 Mr. McGuinness asked the Minister for Transport the reason driver testing was suspended at Rathgar, Dublin, on 13 February 2003; the reason those applicants affected could not have been tested later in the day in view of the fact that at least one applicant needed the test for employment; if there is a public complaints procedure in place; if so, the contact details; if complaints are analysed to determine the way in which the testing service can be improved; the number of complaints received over the past three years; if there are plans to improve the system; and if he will make a statement on the matter. Driving tests scheduled for 9.15 a.m. and 10 a.m. on Thursday, 13 February 2003 were not conducted in the Rathgar driving test centre because of dangerous road conditions caused by frost on test routes. Test candidates affected by this could not be rescheduled later that day as a test schedule was already in place for the day. In such circumstances candidates are rescheduled for test at the earliest possible opportunity.

My Department has a complaints procedure in place, details of which are outlined in a leaflet, Customer Complaints Procedure, available at test centres and on the driving test website at www.drivingtest.ie. All complaints received in my Department are examined and necessary action taken as appropriate. The number of complaints received is set out in the following table.
