Written Answers - Common Foreign and Security Policy.

Ceist:

226 Mr. Eamon Ryan asked the Minister for Foreign Affairs if he envisages the European pillar in NATO and European security and defence policy being merged, as recently suggested by a person (details supplied); and if he will make a statement on the matter. [4789/03]

I am aware of the suggestions to which the Deputy refers. I do not share the assessment that a merger between the EU and NATO, or elements thereof, is a likely development. The nature and structures of each organisation remain distinct from the other, particularly in so far as mutual defence aspects are concerned. While NATO has a commitment to mutual defence as a core element of its membership, the EU's Common Security and Defence Policy is focused on humanitarian and crisis management tasks. A comparison can be made between the roles of the EU and NATO, as both organisations have focused on crisis management and peace support operations. Co-operation between the EU and NATO in this regard has taken place in accordance with principles established by the Feira and Nice European Councils. The principles provide that there should be full respect for the autonomy of EU decision making, recognition of the different nature of the EU and NATO and no discrimination against any of the member states.
