230 Aengus Ó Snodaigh asked the Minister for Foreign Affairs if he will raise concerns with the Israeli Government regarding the reported plans to bar international pro-Palestinian human shield activists and witnesses from entering the country and to expel those already present. [12726/03]

Every state has the sovereign right to decide which non-citizens it will permit to enter its own territory and the conditions on which they may remain there. Occupying powers also have extensive rights to determine who may enter and remain in occupied territory, subject to the relevant provisions of the Geneva Conventions. Nevertheless, the reported decision of the Government of Israel to restrict access and movement by peace activists and volunteer human rights workers is a disturbing development. I intend to consult with our European Union partners as to an appropriate response to any measures which may be taken.
