Ceist:

213 Ms Burton asked the Minister for Finance the rights and property and rights relating to such property now held or enjoyed by the Office of the Houses of the Oireachtas in the performance by it of its functions, and the present liabilities of the Office of the Houses of the Oireachtas incurred in the performance by it of its functions, that are envisaged as being transferred to and vesting in the proposed Houses of the Oireachtas Commission; and if he will make a statement on the matter. The Houses of the Oireachtas Commission Bill 2002 is awaiting Committee Stage in the Dáil. It provides the statutory basis for the establishment of the commission and sets out a mandate in broad terms. The commission will have to oversee and control the day-to-day running and funding of the organisation. The Bill, as proposed, provides for rights, including property rights of the Office of the Houses of the Oireachtas, contracts and liabilities entered into on its behalf to transfer to the Houses of the Oireachtas Commission on establishment day. This provision is a fairly standard one. Its purpose is to ensure that following a statutory reconstitution no institution inadvertently loses its property rights. It is not necessary for the purpose of this Bill to make an inventory of them and I do not propose to do so.
