97 Ms McManus asked the Minister for Community, Rural and Gaeltacht Affairs the progress made to date with regard to the review of the programmes and activities that come within the remit of his Department, with a view to achieving optimal coherence across the various schemes; when the process is expected to be completed; and if he will make a statement on the matter. 145 Ms Burton asked the Minister for Community, Rural and Gaeltacht Affairs the matters discussed and the conclusions reached at the seminar on a review of community and local development structures sponsored by his Department and held in a hotel (details supplied) on 18 June 2003; and if he will make a statement on the matter. I propose to take Questions Nos. 97, 103, 128 and 145 together.

I refer the Deputy to replies to earlier questions on this matter, in particular my reply to Questions Nos. 108, 116, 126, 137, 139 and 141 of 26 March 2003 and Question No. 429 of 15 April 2003. As I have indicated in these replies, a comprehensive consultation process is at the heart of the review of structures that I and my colleagues the Ministers for the Environment, Heritage and Local Government and Justice, Equality and Law Reform have initiated. This will allow us to draw on the commitment and the expertise of those engaged at a community and local level. The consultation process was advanced by way of a national seminar attended by nearly 300 participants, which was held last week.
The purpose of the seminar was not to draw conclusions but to allow the bodies and agencies engaged in the delivery of services to convey their views on issues relating to the review to each other, to myself, my ministerial colleagues and my officials. We are now absorbing and assimilating the views expressed during the seminar and in the submissions received by my Department. In the meantime, my Department will continue to maintain and develop its existing contacts with the various groups and agencies so that the process of dialogue and information exchange continues. In connection with ADM Limited, my Department has engaged Indecon International Economic Consultants to undertake that review and I expect a report in the autumn.
