232 Ms McManus asked the Minister for Health and Children his views on the presence or otherwise of carcinogens in cosmetics, shampoos and toothpaste; and if he will make a statement on the matter. [19175/03]

The composition of cosmetic products, which includes shampoos and toothpastes, is regulated under the European Communities (Cosmetic Products) Regulations 1997, as amended. Under these regulations, cosmetic products may not be placed on the market if they are liable to cause damage to human health under normal conditions of use.

These regulations implement the various EU Directives on Cosmetic Products and include various lists of substances which are either prohibited or permitted subject to compliance with certain restrictions and-or conditions. These lists are subject to ongoing review by the European Commission in consultation with the Scientific Committee on Cosmetic Products and Non-Food Products – SCCNFP. Accordingly, cosmetic products on the market here should not include any substances which are carcinogenic.
