148 Mr. Ring asked the Minister for Agriculture and Food the reason a person (details supplied) in County Mayo has not received suckler cow payments for 2002. [19053/03]

On 25 May 2002, the person named applied for premium on six cows under the 2002 suckler cow premium scheme. An advance payment of €1,075.92 issued to him on 9 December 2002. However, at an inspection of the herd on 24 September 2002, it was found that one unclaimed animal was non-compliant with the identification and registration requirements as set out in clauses 37 and 38 of the terms and conditions of the scheme. The person named was informed of this shortcoming by letter on 24 September and 14 October 2002 and again on 17 April and 30 April 2003. Since a reply has not been received to the correspondence, the 2002 suckler cow premium application will now be processed for balancing payment, subject to an identification and registration penalty being imposed and a payable order should issue shortly thereafter.

The herd of the person named was also selected for a 2002 extensification premium assurance inspection covering all five census dates. This inspection took place on 17 April 2003. The stocking density as calculated from the results of this inspection is sufficiently low to generate payment of extensification premium at the higher rate of payment of €80.00 per qualifying animal. Payment of this premium will issue to the person named following the payment of 2002 suckler cow premium.
