Paul Connaughton

308 Mr. Connaughton asked the Minister for Agriculture and Food when a suckler cow grant will issue to a person (details supplied) in County Galway; and if he will make a statement on the matter. [20096/03]

The person named applied for premium on 20 animals under the 2002 suckler cow premium scheme. Payment of his 80% advance instalment issued on 24 March 2003. Following an inspection it was found that two non-claimed animals were not compliant with the identification and registration requirements resulting in a penalty being applied at balancing payment stage. The percentage penalty applied has since been reduced and the person named has been informed that the balancing amount owing to him will be recalculated and payment issued by means of supplementary cheque. Payment will be made as soon as possible.

309 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive the balancing payment of their suckler cow premium for 2002. [20174/03]

An application for premium for three animals under the 2002 suckler cow premium scheme was made on 19 June 2002. Payment of the 80% advance instalment for €537.96 issued to the applicant on 16 October 2002. The district livestock office of my Department was then notified that the applicant, father to the person named, died on 8 January 2003. The application has been fully processed for the balancing instalment and this will issue when the accounts branch of my Department receive the relevant documents from the solicitors in charge of the estate.

310 Mr. Connaughton asked the Minister for Agriculture and Food when the 2002 suckler cow grant will issue to a person (details supplied) in County Galway; and if he will make a statement on the matter. [20205/03]

The person named applied for premium on nine animals under the 2002 suckler cow premium scheme. The application has been processed in full with entitlement calculated for nine animals at a rate of €224.15 amounting to €2,017.35. A payment cheque for €17.35 issued to the herd owner on 9 July 2003 and €2,000 was offset against his Irish Land Commission land purchase annuity account.

Michael Ring

311 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive the ewe premium payment for 2003. [20234/03]

Payments under the 2003 ewe premium scheme are scheduled to commence on 16 October and the person named should receive his payment shortly after that date.

Ned O'Keeffe

312 Mr. N. O'Keeffe asked the Minister for Agriculture and Food the reason persons (details supplied) did not receive suckler cow premium application forms for 2003; if these forms will issue; and if his attention has been drawn to the fact that these persons submitted area aid application forms for 2003. [20268/03]

The 2003 area aid application of the persons named has been fully processed with an area determined for payment purposes of 39.47 hectares for the first applicant and 16.53 hectares for the second person named.

Pre-printed suckler cow application forms are issued automatically to all herd owners who were participants in previous years' schemes. The applications for 2003 were posted to such applicants prior to the opening date of 2 January 2003 and as both persons named were participants in suckler cow schemes in earlier years they would have been included in that posting. Blank forms were also available at my Department's district livestock offices. Details of the 2003 suckler cow scheme, including the opening and closing date for the scheme, were advertised in the national newspapers in December 2002 and January 2003. The onus is on herd owners to ensure that they obtain and lodge an application within the specified time.
