Ceist:

438 Dr. Cowley asked the Minister for Foreign Affairs the details of all working groups, advisory groups, consultancies and so on, established or commissioned by his Department since January 2001; the membership of each; the date expected to report; and if it is planned that these should be published or not. [20305/03]

The information requested by the Deputy in relation to working groups, advisory groups and consultancies is as follows. The Task Force on Policy regarding Emigrants was established in December 2001 and presented its report to the Minister at the end of August 2002. The report has been published and is available on the Department's website www.irlgov.ie/iveagh. The members of the task force were Mr. Paddy O'Hanlon, chairman, Professor Mary Hickman, Monsignor James Murray, Rev. Paul Byrne OMI, Mr. Joseph McDonagh, Mr. David Begg, Mr. Mahon Hayes, Mr. Gerry Mangan, Mr. Joe Harrington and Ms Máire McCluskey. Mr. Adrian Flannelly and Mr. Seán Hutton were alternate members of the task force.

In March 2002, the Communicating Europe group, which is chaired by the Department of Foreign Affairs, commissioned an independent report on communications initiatives and strategies aimed at improving the level of public awareness about the EU. A report entitled, Raising Awareness and Understanding of the European Union among the General Public – a Communications Strategy, was presented to the Department of Foreign Affairs in July 2002. The Government is currently reviewing the means by which information on the European Union is communicated to the public, including the recommendations outlined in this report.

Also in 2002, the Department engaged McCann Fitzgerald, solicitors, on a consultancy basis, to examine certain aspects of the Department's scheme of foreign service allowances and benefits in the context of existing equality and employment legislation. A report of their findings was presented to the Department in December 2002 and was made available to staff in March 2003. The Department is pursuing the findings of the report with the Departments of Finance and Justice, Equality and Law Reform and the Equality Authority.

A consultancy to assist an internal review of the role and activities of the organisation Anglo-Irish Encounter, to be conducted in consultation with the board of Anglo-Irish Encounter, was commissioned in June 2002 from the company Indecon International Consultants. The consultancy report was completed in January 2003. It is not planned to publish the report.

Following approval from the Department of Finance, the Department renewed the consultancy of Mr. Padraic White, initially commissioned in September 1999, to advise the Garvaghy Road residents of Portadown on broad issues of strategy, with particular reference to economic issues. Mr. White has advised that community on economic and social issues relevant to their welfare in the course of his many visits to the area. In this capacity, he has also acted as adviser to the Mayfair Business Centre, the community-owned enterprise centre on the Garvaghy Road.
In the context of rapid expansion and projected growth of its programme of assistance to developing countries, the Government decided in December 2000 to commission an independent review of Development Co-operation Ireland, then known as Ireland Aid. The members of the review committee, the report of which was published in March 2002, were: Deputy O'Donnell, chairperson, Mr. Fintan Drury, Mr. Kyran Hurley, Dr. Tony Fahey, Ms Mairead Foley, Professor John Jackson, Mr. Frank McCabe, Mr. John O'Brien, Ambassador Anne Anderson, Ms Barbara Jones, Mr. Philip Furlong, Mr. Tom Arnold and Mr. Niall MacSweeney.
The Government decided, on the recommendation of the report of the Ireland Aid Review Committee, to establish the Advisory Board of Ireland Aid, ABIA, which is now known as the Advisory Board for Development Co-operation Ireland. I appointed the following persons to ABIA for a three-year period with effect from 1 August 2002: Mr. Desmond O'Malley, chairperson; Mr. David Andrews; Mr. David Begg; Mr. Howard Dalzell; Mr. Jerry Liston; Fr. Gerard O'Connor; Mr. Larry O'Loughlin; Ms Morina O'Neill; Ms Sally O'Neill and Ms Lorraine Sweeney. On 6 March 2003, I appointed Mr. Padraig McManus to ABIA. Mr. Desmond O'Malley resigned from ABIA with effect from 16 July 2003, due to other commitments and he has been replaced as chairperson by Mr. Chris Flood with effect from 4 September 2003.
An informal task force on agriculture and the private sector was established in December 2002 to develop ideas as to how Development Co-operation Ireland, then known as Ireland Aid, could assist the indigenous private sector in its partner countries to fulfil its essential role in the development of agriculture. The members are as follows: Mr. Frank Sheridan, DCI; Mr. Fintan Farrelly, DCI; Mr. Aidan O'Driscoll, Department of Agriculture and Food; Professor Jim Phelan, UCD; Mr. John Grindle; Dr. Majda Bne Saad, UCD; Mr. Tom Arnold, Concern; Mr. Brian Scott, Oxfam; Mr. Nick Chisholm, UCC, and Dr. Pat McFeely. There is no formal report but, arising from the work of the task force, a number of pilot projects are to be implemented.
In December 2002, the Minister of State, Deputy Kitt, established a task force to advise him on the integration of information and communication technologies, ICTs, into Development Co-operation Ireland's activities in the six programme countries of Sub-Saharan Africa in which it operates and to identify, launch and implement a number of specific projects in the ICT and development area. The task force was established with the following members: Mr. Brendan Tuohy and Mr. Stephen Nolan from the Department of Communications, Marine and Natural Resources; Mr. Chris Horn, Iona Technologies; Mr. Aidan Eames and Mr. Mike Greally, APSO; Mr. Billy Glennon, Vision; Mr. Colm Butler, Department of the Taoiseach; Mr. Jerome Morrissey, National Centre for Technology in Education; Mr. Paddy Maguiness, Concern Worldwide; Mr. Seamus Collins, Trocáire; and Dr. Majda Bne Saad, Development Studies Centre, UCD. Development Co-operation Ireland is represented by Mr. David Donoghue, Mr. Tom Hanney, Mr. Brendan Rogers and Mr. Breandán Ó Caollaí. The task force is scheduled to complete its draft ICT and development strategy by the end of October 2003.
The Government decided to establish the Development Education Advisory Committee, DEAC, and I appointed the following persons to DEAC for a two year period with effect from 1 January 2003: Mr. Peadar Cremin, chairperson; Ms June Barry; Mr. Michael Doorly; Fr. PJ Gormley; Ms Jackie Harrison; Ms Annette Honan; Ms Ailsa Keane; Ms Frances Leahy; Mr. Hugh O'Neill and Rev. Sahr Yambasu. On 28 March 2003, Ms Honan resigned from DEAC due to other commitments and was replaced by Ms Morina O'Neill.
Following at appendix A are details of consultancies undertaken by the Development Co-operation directorate of this Department under Vote 39, international co-operation. The consultancies cover a broad range of disciplines, with particular emphasis on appraisal and evaluation of development programmes. Although consultancy reports are not generally published, they are available on request.
In the period in question, the Department has also engaged a number of consultants on particular aspects of projects such as the automated passport system, APS, project or the development of an ICT strategy for the Department. The purpose of the consultancies was to obtain specific technical or legal advice relating to these projects and, as such, no reports will be published.
The Department also set up a number of interdepartmental working groups in order to progress logistical preparations and policy issues for the upcoming Presidency of the European Union. Membership consists of appropriate officials from Departments and related State agencies. Given the role of these working groups, no reports will be produced although the outcomes and advice of these groups is forwarded to the Cabinet Subcommittee on the Presidency and, where appropriate, the Oireachtas Joint Committees on Foreign Affairs and European Affairs.
