97 Ms O'Sullivan asked the Minister for Community, Rural and Gaeltacht Affairs the progress made to date with regard to the review of the programmes and activities that come within the remit of his Department, with a view to achieving optimal coherence across the various schemes; when the process is expected to be completed; and if he will make a statement on the matter. 146 Ms McManus asked the Minister for Community, Rural and Gaeltacht Affairs the form the proposed review of social inclusion programmes and initiatives will take in regard to the commitment given in Sustaining Progress; when it is expected that the process will be completed; and if he will make a statement on the matter. I propose to take Questions Nos. 97, 111, 122, 138 and 146 together.

I refer the Deputy to earlier parliamentary questions on the review of local and community development structures that I initiated with my colleagues, the Ministers for the Environment, Heritage and Local Government and Justice, Equality, and Law Reform, in particular my reply to Question No. 79 on 3 June 2003, my reply on 26 March 2003 and my reply to Priority Question No. 76 earlier today. Deputies will be aware that the review process includes an independent review of Area Development Management (ADM) Limited.

The review has taken account of the work of the Task Force on the Integration of Local Government and Local Development Systems. I should point out that the current phase of the review has concentrated on local and community development structures and could not be said to be an audit of the supports available to support community services across agencies and Departments.

As indicated in these replies, following a com prehensive consultation process, which was advanced at a national seminar held in June, I am developing proposals that I intend, with my colleagues the Ministers for Environment, Heritage and Local Government and Justice, Equality and Law Reform, to bring to Government before the end of this year.
The implementation of any proposed changes to structures, including Partnerships or to ADM, and the timing of any such changes, will depend on the outcome of Government's deliberations in this regard.
