263 Dr. Upton asked the Minister for the Environment Heritage and Local Government the position with regard to facilitating local authority tenants of flat complexes in purchasing their homes; and if he will make a statement on the matter. [24443/03]

A detailed examination of the issues which arise in relation to the sale of local authority flats, carried out some years ago in consultation with local authorities, concluded that no workable arrangements could be proposed at that time which would be satisfactory to tenant purchasers, local authorities or the other tenants in a flat complex who did not wish to purchase. The main difficulties involved were, apart from any legal issues, the level of management charges necessary, public liability insurance issues and the future saleability of purchased flats.

However, Dublin City Council engaged consultants to advise them on a scheme for the sale of local authority flats to tenants. I understand that the consultants' report has been received by the city council, who are considering the matter further.
