109 Mr. R. Bruton asked the Minister for Education and Science the criteria for deciding the primary degrees which enable graduates to qualify to undertake the shorter 18 month conversion course to primary teaching; if all degrees which are recognised for teaching in secondary school are accepted; if a bachelor of commerce or a graduate from the College of Marketing and Design meets the criteria; and if not, the reason therefor. As part of the academic entry requirements specified by my Department for entry to the 18 month graduate diploma course in primary teaching, all candidates must have an approved third level degree. Applications for the course are administered by the colleges of education who decide which qualifications are acceptable. However, from time to time candidates present with non-standard qualifications and it has been the practice that my Department has provided advice to the colleges of education on a case by case basis.

In general, my Department is of the view that the guiding principle in deciding which degrees are acceptable is the general acceptability of the degree awarded by the particular institution or body, in the context of its standing as a recognised higher education institution or body. This could include degrees awarded or accredited by universities outside the State.
