293 Mr. F. McGrath asked the Minister for Education and Science his views on a rights based approach in the proposed Education for Persons with Disabilities Bill 2003. [25554/03]

The Education for Persons with Disabilities Bill will ensure provision of appropriate education services for children with special educational needs arising because of a disability. It will do this by providing a statutory framework within which their education can be guaranteed as a right enforceable in law. The Bill sets out a range of services which must be provided, including assessments, individual education plans and support services and provides for a process of mediation and appeals where needs are not met.
