534 Ms Shortall asked the Minister for Transport the name of the body responsible for the development of integrated ticketing for public transport in Dublin; the basis for the selection of the body chosen, for example, invitation to tender; the original and current timescale provided by the body chosen for the delivery of integrated ticketing; the original and current estimated cost of introducing integrated ticketing provided by the body chosen; the body to be responsible for the administration and operation of integrated ticketing on its introduction; the basis for selecting the body to be responsible for administering and operating integrated ticketing; the rules and contractual arrangements to be applied in respect of the distribution of integrated ticketing revenues between different, participating transport service operators; the regime to be applied in respect of the pricing of tickets to be sold within the integrated ticketing system; the intended extent and scope of the integrated ticketing system, in respect of the Iarnród Éireann suburban rail services, Bus Éireann greater Dublin services, Bus Atha Cliath dedicated services such as the airport service, Luas, private dedicated services such as Aer Dart and private franchise routes, existing and envisaged; the cost to date of consultancy services and contracts entered into in respect of the development of the integrated ticketing project; the role of his Department in the integrated ticketing project; and if he will make a statement on the matter. In March 2002, the Railway Procurement Agency was given statutory responsibility for the delivery of an integrated ticketing system which will enable a passenger to use a single ticket on one or more public transport services by road or rail, irrespective of the operators involved. This is pending the establishment of a public transport regulator. The RPA has set a target date of 2005 for completion of this project. It is, however, examining all options to expedite the delivery of integrated ticketing with a view to bringing forward the proposed launch date.

The delivery costs of the full integrating ticketing project are currently estimated to amount to €26.9 million for the total project, excluding a 10% contingency cost. This compares favourably with the €45 million estimate for the capital costs from the integrated ticketing committee report of November 2000. As part of the current design work of the RPA, costs are being reviewed on an ongoing basis.

The RPA is currently in discussions with Bus Atha Cliath, Bus Éireann and Iarnród Éireann, Luas and private bus operators regarding the development of the system on all their services in the greater Dublin area. Public consultation will take place at a later stage. At present the agency is in the process of completing its design of the project and will shortly move to procure the system on an open and competitive tender basis.
When the system is operational, it is envisaged that the RPA will have responsibility for managing the overall system but it has not yet decided the extent to which certain aspects will be outsourced. The contractual arrangements between the RPA and the various transport operators who will be involved in the system are currently being formulated by the RPA. Separately, the Department is currently designing a fares regime to apply. This study is being undertaken by Atkins consultants at an estimated cost of €124,625, of which €62,762.71 has been paid to date. The RPA has engaged consultants to assist with the project. The cost of contracts let by the RPA is €2,459,742, of which €450, 587 has been paid to date.
