Ceist:

600 Mr. Haughey asked the Minister for Justice, Equality and Law Reform if an applicant for a certificate of naturalisation, who has been refused such a certificate, is entitled to know the reason for the refusal; if so, the way in which this information is obtained; if such a decision can be appealed; if another application for naturalisation can be made by the same person; and if he will make a statement on the matter. Section 18(1)(a) of the Freedom of Information Act 1997, provides that persons who are affected by the act of a public body may apply for a statement of the reasons for that act. The naturalisation process comes within the ambit of this provision. Application forms and further information about the Freedom of Information Act 1997, can be obtained from the freedom of information officer at the press and information office of my Department.

The Irish Nationality and Citizenship Act 1956, as amended, does not provide for an appeal against my decision on an application for a certifi cate of naturalisation. However, it is open to a person who has been refused such a certificate to apply again and any such application will be processed in accordance with the statutory requirements as they pertain at the time of application.
