657 Mr. Morgan asked the Minister for the Environment Heritage and Local Government his definition of social housing. [25018/03]

Social housing consists of rental accommodation constructed or acquired by local authorities with State subsidy where the allocation of dwellings is linked to social need. It also includes housing owned and operated on a non-profit basis by voluntary and co-operative housing bodies.

658 Mr. Morgan asked the Minister for the Environment Heritage and Local Government his definition of affordable housing. [25019/03]

Affordable housing is housing provided by local authorities at a discounted price from market value and which is targeted at low income groups or those for whom increasing house prices have created an affordability gap. Such housing is made available under a number of Government initiatives such as, affordable housing schemes, shared ownership schemes, tenant purchase schemes, Part V of the Planning and Development Acts 2000 – 2002 and affordable housing initiatives under Sustaining Progress which are still being finalised. Each scheme has its own eligibility criteria against which potential purchasers must be assessed and, where necessary, local authorities may draw up a scheme of allocation priorities to determine ranking.
