Billy Timmins

221 Mr. Timmins asked the Minister for Agriculture and Food the reason a person (details supplied) in County Offaly has not received installation aid; if this person has appealed this; and if he will make a statement on the matter. [25129/03]

The person submitted an application under the scheme of installation aid on 4 September 1996. As the application was deemed to be incomplete, it was returned to the applicant requesting that it be resubmitted with the necessary additional documentation. Further documentation was received from the person on 15 January 1998 but was again returned to the applicant for want of required details. The applicant has not submitted these details to my Department notwithstanding the issue of a reminder in May 2000. I have received a number of representations on the matter over the years. As the applicant has never demonstrated his eligibility for the scheme, my Department has never been able to make a payment in the case.
