Vol. 573 No. 4

Written Answers. - Job Creation.

Arthur Morgan

Ceist:

184 Mr. Morgan asked the Tánaiste and Minister for Enterprise, Trade and Employment the average cost per job of jobs created with assistance from IDA Ireland in each of the past three years; and if she will make a statement on the matter. [25752/03]

IDA Ireland is the agency with statutory responsibility for the attraction of foreign direct investment to Ireland and its regions. The Forfás annual employment survey calculates the cost per job sustained in IDA Ireland supported companies by taking into account all IDA Ireland expenditure to all firms, in the period of calculation. Only jobs created during and sustained to the end of each seven-year period are credited in the calculations.

The following table provides details of the cost per job sustained in IDA Ireland supported companies according to the Forfás survey for each of the years between 2000 and 2002:

Cost Per Job Sustained in IDA Ireland Supported Companies

Constant 2002 Prices

1994-2000

€14,076

1995-2001

€14,017

1996-2002

€15,897

185 Mr. Morgan asked the Tánaiste and Minister for Enterprise, Trade and Employment the average cost per job of jobs created with assistance from Enterprise Ireland in each of the past three years; and if she will make a statement on the matter. [25753/03]

The issue of cost per job created is a day-to-day operational matter for the enterprise development agencies of my Department and not one in which I have a direct role.

The average cost per job of jobs created with the assistance from Enterprise Ireland from 2000-02, as published in the 2002 Forfás annual report is as follows:

Average cost per job

2000:

€10,777

2001:

€9,408

2002:

€9,846

The cost per job is calculated by taking into account all agency expenditure on all firms in the period. Only jobs created during, and sustained at the end of, each seven-year period are credited in the calculations. The trend towards a falling cost per job has been evident since 1997 and the cost to the State of supporting industry has been declining.

186 Mr. Morgan asked the Tánaiste and Minister for Enterprise, Trade and Employment the average cost per job of jobs created with assistance from Shannon Development in each of the past three years; and if she will make a statement on the matter. [25754/03]

The average cost per job created with Shannon Development assistance in the past three years was €11,955 in 2000, €12,837 in 2001 and €14,258 in 2002.

The cost per job is calculated by relating new jobs created and sustained during 1996-2002 to all grants paid – at constant 2002 prices – during the period 1995-2001. The derived cost is therefore a moving average and may fluctuate upwards or downwards.

The increase is due mainly to large payments to an individual company in the early years of the calculation, which spreads over seven years, while jobs created and sustained over the seven-year period has fallen in the latter years.

187 Mr. Morgan asked the Tánaiste and Minister for Enterprise, Trade and Employment the average cost per job of jobs created with assistance from county enterprise boards in each of the past three years; and if she will make a statement on the matter. [25755/03]

City and county enterprise boards provide support to enterprises through the provision of grant aid and soft supports such as training and mentoring. While it is possible to identify the number of additional jobs created with the assistance of grant aid, the provision of soft supports will also support the development of the enterprises aided but it is not possible to directly attribute job creation to this form of support.

Accordingly, the figures for jobs created shown in the following table represents only the jobs directly supported by grant aid:
