Written Answers. - Animal Identification Scheme.

182 Mr. Connaughton asked the Minister for Agriculture and Food the reason a suckler cow grant payment has not been made in either 2002 or 2003 to a person (details supplied) in County Galway; and if he will make a statement on the matter. [26646/03]

The person named applied for premium for 48 animals under the 2002 suckler cow premium scheme on 27 May 2002. At an inspection of his herd on 3 July 2002 it was found that 18 unclaimed animals were not compliant with identification and registration requirements. The herdowner was informed that because clause 38 of the terms and conditions of the scheme had been contravened a resultant penalty would apply to his premia payments. He was also informed that he could seek a review of this decision. He has been in regular contact by telephone with the district livestock office of my Department and on 3 September 2003 a written request was received from him seeking a review. The results of the review will issue to the herdowner shortly.

The person named is also an applicant under the 2003 suckler cow premium scheme. In processing his claim for premium for 38 animals an initial check showed a number of tags with queries that required further clarification. Correspondence regarding these matters issued to the herdowner on 9 August 2003. Following his reply of 12 September 2003, there are still a number of outstanding issues to be resolved. The district livestock office of my Department is in contact with the applicant with a view to having his suckler cow 2003 claim processed further.
