138 Ms Harkin asked the Minister for Foreign Affairs if he will use the occasion of Ireland's Presidency of the EU to request an independent investigation into the murder of a person (details supplied). [26945/03]

I have noted in the House on a number of occasions, most recently on 1 October in reply to a parliamentary question, that the Government have taken every opportunity to raise the case to which the Deputy refers with the Ukrainian authorities, including at the level of Foreign Minister.

I have repeatedly expressed my concern at the lack of progress in the investigation of the case. Ireland supports a proposal by the Parliamentary Assembly of the Council of Europe, made in Recommendation No. 1583, that an independent commission of inquiry, which would include international investigators, should be established so that there can be a full examination of the case.

Political dialogue meetings with Ukraine, including dialogue at Foreign Minister level, will be held during Ireland's Presidency of the EU. As part of that dialogue and in co-ordination with our EU partners, Ireland will continue to raise the case to which the Deputy refers.
