71 Mr. Quinn asked the Minister for Foreign Affairs the details of Government's general support for the initiative known as the Geneva Accord in relation to peace in the Middle East. [26732/03]

As the Quartet roadmap contains all the elements for a permanent solution, there is no real room for a further international initiative, other than in the framework of the roadmap. We welcome the recent emergence of ideas on a peace plan as a development within that context. It demonstrates that rational discourse from civil society on both sides is possible.

Although the contents of the draft document have been made public only unofficially, the fact that the initiative discusses solutions to final status issues, such as the right of return of Palestinians and the future of Jerusalem is very positive. As Presidency of the European Union during the first semester of 2004, Ireland will work with the other members of the international Quartet to advance the implementation of the roadmap and the fulfilment by both sides of their obligations under that plan. Contacts between political and civil society elements from both sides which advance the aims of the roadmap are to be welcomed.
