88 Mr. O'Shea asked the Minister for the Environment Heritage and Local Government if he is planning to introduce legislation to control or regulate political lobbying; when the promised code of conduct for staff and members of local authorities will be published; and if he will make a statement on the matter. I intend that draft codes of conduct for staff and members of local authorities will be available in the next few weeks. These codes will reinforce the comprehensive new ethics framework for staff and members which came into operation on 1 January 2003. In the meantime my Department has asked the Institute of Public Administration to undertake preliminary research on the position regarding lobbyists in other countries with particular emphasis on regulatory aspects.
