320 Ms B. Moynihan-Cronin asked the Minister for the Environment Heritage and Local Government the timescale for the survey of non-national roads and related matters by a consultancy company (details supplied); the cost of this survey to the Exchequer; the aims and objectives of the survey; and if he will make a statement on the matter. I recently announced the award of a contract for the carrying out of a pavement condition study of the non-national road network and a review of pavement management systems, to a consortium headed by RPS-MCOS Ltd., consulting engineers, at a cost of €734,180. The costs of the study will be met from the local government fund administered by my Department resulting in no direct cost to the Exchequer.

The purpose of the study is to establish, by county and nationally, the lengths and areas of various categories of non-national roads requiring remedial works. The output from the study will be the length, average width and area, on an engineering area by engineering area basis, of regional roads, local primary roads, local secondary roads and local tertiary roads needing surface restoration, road reconstruction or restoration of skid resistance. This study is essentially a needs analysis which is critical to the proper planning of the non-national roads programmes over the coming years. The consultants are also being asked to review existing pavement management systems and recommend a single one for use by local authorities on the non-national road network. This is intended to assist local authorities in prioritising schemes for inclusion in the restoration programme. Work on the study and review has now commenced and it is expected that preliminary results will be available by mid 2004.
