An application for grant-aid towards improvement works have been received from the management authorities of the schools in question. The applications are being examined in the school planning section of my Department in the context of framing the capital programme for 2004. However, the timing of when any individual project can proceed is dependent on the competing priorities for the funding allocation in 2004 and subsequent years.

My Department's school planning section has not received any application from St. Wolstan's School, Celbridge, County Kildare for the provision of extra facilities.

The proposed large-scale building projects for the schools referred to by the Deputy are listed in section 7 of the 2003 school building programme which is published on my Department's website athttp://www.education.ie The proposed projects are at the early stages of architectural planning. They have been assigned a band rating by my Department in accordance with the published criteria for prioritising large-scale projects. I intend to publish details of the 2004 school building programme this week. The programme will clarify what progress is planned for projects, such as those referred to by the Deputy during 2004.

322 Mr. Durkan asked the Minister for Education and Science if his attention has been drawn to the serious lack of accommodation to meet the requirements of special needs, resource and other school classes at St. Joseph's boys national school, Kilcock, County Kildare; if his attention has been further drawn to the fact that the health and safety regulations are being breached in an attempt to accommodate the classes with the current restricted accommodation; if he will provide the urgently needed funds to meet the school's requirements in the context of the estimates for the forthcoming year; and if he will make a statement on the matter. An application for grant-aid for temporary accommodation has been received from the management authority of St. Joseph's boys national school, Kilcock, County Kildare. This application is being examined in the school planning section of my Department and the school authority will be notified when a decision has been taken in the matter.

Individual school authorities are responsible, in the first instance, for ensuring the safety and welfare of children and others in their care. In accordance with the Safety, Health and Welfare at Work Act 1989, it is the responsibility of school management authorities to have a safety statement in place in their schools. Schools are obliged to identify possible hazards, assess the risks to health and safety and put appropriate safeguards in place. Primary schools are given an annual allocation of €3,809 plus €12.70 per pupil under the grant scheme for minor works which can be used entirely at the discretion of school management to address basic health and safety issues relating to the school infrastructure.

An application has been received for additional accommodation from the authority of Scoil Chearbhaill Uí Dhálaigh, Kilcock, County Kildare. The application is being considered in the school planning section of my Department and when a decision has been taken in the matter the school authority will be notified.
