Scrutiny of EU Legislative Proposals

Further action is proposed for COM (2010) 794, a proposal on the co-ordination of social security systems. Based on the information available, it is proposed to forward it for detailed scrutiny to the Joint Committee on Social Protection. Is that agreed? Agreed.

It is proposed to note CFSP (2010) 110109, a Council decision renewing the restrictive measures against Côte d'Ivoire. It is also proposed that the measure be sent for information to the Joint Committee on Foreign Affairs. Is that agreed? Agreed.

COM (2010) 618 concerns the management of spent fuel and radioactive waste. While Ireland has a good licensing system governing the custody, use, importation and disposal of radioactive sources, it is important that any additional resource requirements with regard to storage, monitoring of and disposal of waste radioactive source arising from this proposal be examined. It is proposed it warrants further scrutiny by the Joint Committee on the Environment, Heritage and Local Government. It is also proposed that it be sent for information to the Joint Committee on Health and Children. Is that agreed? Agreed.

COM (2010 )662 concerns the list of travel documents entitling the holder to cross external borders. Given that this decision constitutes a development of the provisions of the Schengen acquis in which Ireland does not take part and is, therefore, not bound by or subject to its application, it is proposed that this does not warrant further scrutiny. It is also proposed that it be sent for information to the Joint Committee on Justice, Defence and Women’s Rights. Is that agreed? Agreed.

COM (2010) 728 refers to contractual relations in the milk and milk products sector. It is proposed that it does not warrant further scrutiny by this committee. However, given that this proposal may have some limited implications for dairy farmers, co-operatives and milk producers, it is proposed that it be sent for information to the Joint Committee on Agriculture, Fisheries and Food. Is that agreed? Agreed.

COM (2010) 730 relates to Union financial assistance to Ireland. It is proposed to note this adopted measure. However, given the detailed consideration of the Joint Committee on European Affairs of the European Financial Stabilisation Mechanism, EFSM, and the European Financial Stability Facility, EFSF, and in light of the motion the committee adopted on 14 December 2010, it is proposed to send it for information to that committee. Is that agreed? Agreed.

COM (2010) 733 is a proposal for a regulation of the European Parliament and of the Council on agricultural product quality schemes andCOM (2010) 738 is a proposal on marketing standards. It is proposed that these proposals be sent for information to the Joint Committee on Agriculture, Fisheries and Food. Is that agreed? Agreed.

COM (2010) 774 is a proposal for a system of national and regional accounts in the European Union. Given the technical nature of this proposal it is proposed that this proposal does not warrant further scrutiny by this committee. However, given that the proposal presents some difficulties for Ireland in the scope of its transmission programme as it stands, it is also proposed that the proposal be sent for information to the Joint Committee on Finance and the Public Service. Is that agreed? Agreed

COM (2010) 775 is a proposal on the technical requirements for credit transfers and direct debits in euros.It is proposed that this proposal does not warrant further scrutiny by this committee. However, given the benefits of a single euro payment area for the single market as well as business and customers and that there would be some compliance impact for banks and other businesses making and receiving payments, it is also proposed that the proposal be sent for information to the Joint Committee on Finance and the Public Service. Is that agreed? Agreed.

No. 3 deals with Title V, justice measures.COM (2010) 748 is a proposal on the recognition and enforcement of judgments in civil and commercial matters.It is proposed that the Title V justice measure be sent for information to the Joint Committee on Justice, Defence and Women's Rights. Is that agreed? Agreed.

Further action is not proposed on the follow CFSP measures.CFSP (2010) 110119 EU Serbia on the agreement between the European Union and the Republic of Serbia on security procedures for exchanging and protecting classified information. It is proposed to note this CFSP measure. Is that agreed? Agreed.

The following proposals require no further scrutiny. COM (2010) 247 is a proposal on the agreement on certain aspects of air services between the European Union and the Republic of Indonesia.Based on the information available, it is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed. COM (2010) 539 is a proposal on schemes for farmers under the common agricultural policy and establishing certain support schemes for farmers. Based on the available information, it is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed. COM (2010) 681 is a proposal on tariff quotas of the Union for certain agricultural and industrial products. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.COM (2010) 705 is a proposal on the International Cocoa Agreement 2010 andCOM (2010) 706 also refers to that agreement. It is proposed that these measures do not warrant further scrutiny. Is that agreed? Agreed. COM (2010) 707 is a proposal on the common system of value added tax. In light of the specific applicability of the measure to the UK, it is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed. COM (2010) 710 is a proposal on duties on certain industrial, agricultural and fishery products.In light of the information provided about this enacted measure, it is proposed that this proposal does not warrant further scrutiny. Agreed.COM (2010) 717 is a proposal on the controls of wheeled agricultural or forestry tractors as isCOM (2010) 729.Given the available information, it is proposed that these proposals do not warrant further scrutiny. It applies to the staff of the European Communities.
