INDEMNITY (BRITISH MILITARY) BILL. - STANDING COMMITTEE'S INTERIM REPORT.

I rise to move the adoption of the Interim Report of Committee on Standing Committees. I think the Report as printed explains arise, I do not think any further remarks are called for.

The Report was as follows:—

Do ceapadh an Coiste seo do réir an rúin seo leanas, do cuireadh i bhfeidhm ag an Seanad ar an 10 Mí Eanair, 1923:—

This Committee was appointed by a resolution of the Seanad, adopted on the 10th January, 1923, in the following terms:—

(a) “Coiste do cheapa chun an cheist sin do léirmheas .i. ar bh'fearrde Buan-choisti do chur ar bun ag an Seanad dóibh féin, nú ag an Seanad is ag an Dáil araon, agus chun tuaras- gabháil do chur chun an tSeanaid ag cur sios ar fheidhm, ar thogha agus ar obair éan Bhuan-choistí dá molfaidís.

(a) “That a Committee be appointed to consider and report on the advisa- bility of establishing Standing Com- mittees, appointed either by the Seanad alone or jointly by the Seanad and the Dáil, and suggest to the Seanad the purpose, method of appointment, and duties of any Committees that may be recommended.

(b) “Na Seanadaigh seo do bheith ar an gCoiste sin:--Barún Lann Abhaigh, Séamas Dughglas, Aindrais Mac Séamais, Riocard de Buitléir, Séamas Mac Peáircín, Muiris Ó Mórdha, Séamas Dubhdal, Sir Brian Ó Macháin, Sir Seán Ó Catháin, Siobhán Bean an Phaoraigh, Liam Yeats, Tomás Ó Fearáin, Eamonn Mac Giollaiasachta, Séamas O Móráin, cúigear mar líon comhairle.

(b) “That the Committee appointed be composed as follows:--Lord Glen- avy, James G. Douglas, Andrew Jame- son, Richard A. Butler, James J. Parkinson, Colonel Moore, J. C. Dow- dall, Sir Bryan Mahon, Sir John Keane, Mrs. Wyse Power, W. B. Yeats, Thomas Farren, E. MacLy- saght, James Moran; five members to form a quorum.

Do réir an rúin seo, do tháinig an Coiste le chéile ar an 26 Eanair, 1923, agus do bhí i láthair:—Barún Lann Abhaigh (i gceannas), Séamas Dubhglas, Muiris Ó Mórdha, Aindrais Mac Séamais, Tomás Ó Fearáin, Siobhán Bean an Phaoraigh, Séamas Mac Peáircín, Sir Brian Ó Macháin, Liam Yeats, Sir Seán Ó Catháin.

In pursuance of this resolution the Committee met on the 26th January, 1923, the following members being pre- sent, viz:—Lord Glenavy (in the chair), James G. Douglas, Colonel Moore, An- drew Jameson, Thomas Farren, Mrs. Wyse Power, James J. Parkinson, Sir Bryan Mahon W. B. Yeats, Sir John Keane.

The Committee decided not to recom- mend any scheme for the setting-up of Standing Committees at present.

Do shocruigh fós ar an mola so .i. tuille comhachta a bheith ag an gCoiste ionnus go mbeadh ar a gcumas scrúda agus tuarasgabháil a dhéanamh ar nithe go bhfuil gábha le dlighthe 'n-a dtaobh, dlighthe go mbudh cheart iad do chur ar bun san Seanad ó thosach.

It was further decided to recommend to the Seanad that the powers of the Committee be extended to enable it to consider and report on what matters call for urgent legislation of such a character that it might be appropriately initiated in the Seanad.
