CONSIDERATION OF BILLS.

The following amended motion stood in the name of Mr. J.G. Douglas:—
The Seanad protests against being denied a reasonable time for debating the Bills recently presented to it, and while admitting its technical responsibility for passing, on grounds of public urgency, the majority of these Bills without adequate consideration, it desires to register its conviction that experience will prove the necessity for reconsideration and amendment at an early date, when conditions become more favourable.

The resolution that stands in my name was put on the Orders of the Day because of a promise I made last week after a brief discussion during the consideration of some Bills. The suggestion was that, possibly, a more or less agreed resolution might be introduced and passed. I gathered to-day, however, after further consideration, that the passing of an agreed resolution is doubtful. With the leave of the Seanad, therefore, I should like to withdraw the resolution.
