PRIVATE BUSINESS. - CENSORSHIP OF FILMS (AMENDMENT) BILL, 1925.—REPORT STAGE.

AN CATHAOIRLEACH

There are two Government amendments to this Bill. The first amendment is as follows:—

Before Section 6 to insert a new section as follows:—

6. Sub-section (6) of Section 5 of the Principal Act shall have effect subject to the following modifications, that is to say:—

(a) three members of the appeal board personally present shall form a quorum for the hearing of appeals;

(b) an appeal shall be re-heard whenever the majority mentioned in the said sub-section is less than three or the members present are equally divided;

(c) every re-hearing shall be in the presence of not less than five members of the appeal board.

I put forward that amendment because the chairman of the Appeal Board informed me that there was considerable difficulty in getting a quorum for the meetings. This amendment represents his view as to what is desirable, and I ask the Seanad to agree with it.

The second Government amendment is as follows:

In Section 6, sub-section (1), paragraph (b), page 3, line 54, after paragraph (b) to add a new paragraph as follows:—

"(c) regulate the procedure of the appeal board in relation to the hearing of appeals."
