This is a Private Member's Bill, and I feel that we should not proceed with the consideration of the Second Stage until we have somebody responsible who will explain its provisions and generally sponsor it in the House.

I move that the consideration of the Second Stage of this measure be postponed until the Senator who is in charge of it is present.
