Expiring Laws Bill, 1931—Committee Stage.

On the Schedule I want to ask whoever is able to answer when the Workmen's Compensation Bill, which is referred to in the memorandum issued in connection with the measure we are now discussing, is likely to be introduced. The Workmen's Compensation (War Addition) Act of 1917 is being continued from year to year, and the memorandum says that "it is necessary to continue this measure until the proposed Workmen's Compensation Bill is passed into law." It is known that there was a committee dealing with this question and it reported about three years ago. Promises of permanent legislation have been made time and time again, but we have no knowledge yet when this particular Bill will be introduced.

Similarly, in regard to the Local Government (Temporary Provisions) Act, 1923, it is purely a temporary measure. Of course it was a most revolutionary piece of legislation. The powers given to the Ministry in that Act to act by order were very great indeed, and many of those powers have been exercised. We have been promised a permanent Bill dealing with the consolidation of Local Government procedure and regulations. In respect of that particular Bill also it would be valuable and certainly very interesting if we could get some information from the responsible Minister, or whoever can answer for the Minister in this House, as to what the intentions are.

The position is that nobody can answer that on behalf of the Minister except, perhaps, the Parliamentary Secretary.

It almost appears that we are working in a vacuum.

Perhaps it will be possible to get an answer on the Report Stage.
