Widows' and Orphans' Pensions Bill, 1935—Message from the Dáil.

The following Message has been received from the Dáil:—

Dáil Eireann has agreed to amendments Nos. 1 and 2, and Nos. 4 to 9, inclusive, made by Seanad Eireann to the Widows' and Orphans' Pensions Bill, 1935; it has disagreed to amendment No. 3 to which the agreement of Seanad Eireann is desired.

I beg to move that the Seanad do not insist on amendment No. 3.

I second that.

As the Minister is here perhaps he would give us some explanation—perhaps he might give his reasons, and this might convince the Senators.

I do not know that I would succeed in convincing the House after the vote given here on the last day. This much I should like to say—it is, of course, known that this measure, like similar measures dealing with social services, will be constantly under review and constantly the object of amendment. I am satisfied that this Widows' and Orphans' Bill which has gone through both Houses so far will have the same history attaching to it from the legislative point of view as similar legislation and, possibly every year for a number of years there will be amending Bills brought in here. From my knowledge of the subject, I think that when money is more free and when more money is available the subject of the amendment that we were not in a position to accept though pressed by the Seanad here, is one of the things that will receive earliest consideration when the amending legislation comes along here.
